An Ordinance enacted by the Governor of Hong-kong, with the advice of the Legislative Council thereof, to facilitate the business of Savings Banks.

[10th April, 1884.]

BE it enacted by the Governor of Hongkong, with the advice of the Legislative Council thereof, as follows:-

1. The managers of any Savings Bank established in the Colony may submit the rules for the constitution and for the conduct of the business of such Bank to the Governor in Council for approval and the Governor in Council may, by order, approve of such rules with or without modification or may disapprove of the same.

2. When the Governor in Council approves of such rules, the rules together with a notification of such approval shall be published in the Gazette and thereupon the following provisions shall apply in relation to such Savings Bank, that is to say :--

(a.) All covers containing Pass-Books, registered letters containing Stamps or other Remittances, and all correspondence as to the business of the Bank shall if marked as on business of the said Bank, be forwarded free of Postage or Registration Fee by the Post Office of Hongkong;

(b.) No Power Warrant or Letter of Attorney given by any depositor in such Bank to any other person authorising him to make any deposit in the Bank on behalf of the said depositor or to sign any instrument or document whatsoever required in the course of the business of any depositor with the Bank shall be subject to any stamp duty;

Provided that it shall be in the discretion of the Governor in Council at any time by order, to withdraw his approval of any such rules, and that upon such withdrawal being notified in the Gazette, the foregoing provisions shall cease to apply in relation to such Bank.
